Standing Strong for Oregon’s Hospitality Industry
ORLA’s priorities for the upcoming short session are to protect transient lodging taxes from harmful changes and oppose any new or increased taxes. We aim to support the hospitality industry’s stability and a fair, predictable business climate. View the 2026 Legislative Agenda.

ORLA members are encouraged to join the conversation with our Government Affairs Committee, a member-led group that meets via Zoom to discuss key issues impacting Oregon’s hospitality industry. Meetings are guided by member co-chairs alongside ORLA’s government affairs team.
During the legislative session, calls take place Friday mornings; outside of session, meetings are held monthly.

ORLA 2026 Legislative Agenda
The 2026 legislative short session runs February 2–March 9 and is expected to focus on fiscal issues, including a projected $63M budget shortfall. ORLA will also be tracking the return of two Transient Lodging Tax (TLT) bills and potential legislation related to recreational liability waiver reform.
Protect And Defend Lodging Tax (Local And State)
- Protect the existing state and local lodging tax structure to ensure tourism, local infrastructure, and community services continue to receive vital funding for economic development and job creation.
Protect Against New Taxes And Support Economic Development
- Oppose any new or increased taxes that could burden hotels, restaurants and tourism operators while supporting policies creating the conditions for business growth, retention and job creation.
Support Fish And Chips Act
- Advocate for the FISH and CHIPS Act to drive semiconductor and manufacturing growth and boost innovation, jobs, and business travel— directly strengthening Oregon’s hospitality sector.
Support Recreational Liability Reform
- Support reforms that strengthen liability protections for recreational businesses, helping expand safe visitor experiences across Oregon.
Oppose RTD Cocktails In Grocery Stores
- Oppose legislation that would allow ready-to-drink (RTD) cocktails to be sold in grocery stores, maintaining Oregon's responsible alcohol retail standards.
